    Representatives Keogh, Morigeau and Tschida,

    Missoula County supports HB 27, Generally revise special education funding, up for hearing this afternoon in the Education Committee. Special education cooperatives across the state have not received an increase in funding for many years, and this includes the Missoula Area Education Co-op that serves most districts in Missoula County and the surrounding area. Because of the shortage of specialists in areas such as physical, occupational and speech therapy, along with the increase in students who have severe behavioral challenges, co-ops have experienced an increased need in the schools they service. The vast distances co-op providers must travel also adds to their struggle to meet the needs of all eligible students. Districts are required by the Individuals with Disabilities Act to provide services as outlined in students' Individualized Education Plans. Co-ops are not only the most cost-effective way to do this, but are often the only means available to rural and isolated districts.
