Per Erik Dickson: The sections being struck have always seemed confusing and did not always appear to provide the reduction desired in school zones or near a senior citizen center. The “not less than 15 miles an hour” clause in section (1)(d) still provides the flexibility, if needed, to post a school zone at more reasonable speeds in an area where there may not be a designated walking/biking route, a crosswalk or a drop-off area.
