    Missoula County supports HB 193, Establish a carbon tax and distribute revenue, up for hearing tomorrow morning in the Taxation Committee. The bill would impose a carbon tax on large emission sources (such as coal-fired power plants and refineries) over time to meet reduction goals of 25 percent reduction by 2035 and 50 percent reduction by 2050, from a 2005 baseline. Tax revenues would be divided between the general fund, the coal severance fund and three new funds created for the following purposes: (1) rehabilitation of land affected by large emission sources; (2) to support communities affected by closure of large emission sources; and (3) to help communities prepare for the impacts of climate change. Missoula County recognizes the urgency of climate change, and has a goal to reduce our contribution to climate change. This bill would advance that goal by shifting Montana’s electricity supply – including the electricity used in Missoula County – to cleaner, less-polluting sources.
