    Representatives Keogh and Morigeau,

    Missoula County supports HB 306, Revise when a person may be subject to a strip search, heard this week in House Judiciary. Unfortunately, the Missoula County Detention Facility has experienced an issue with people purposefully getting arrested on minor misdemeanors with the intent of smuggling drugs or other contraband into the general jail population. The person will be arrested on a minor offense, and then either can’t or intentionally does not bond out of the jail. They are then screened for placement in the general population of inmates. A non-invasive strip search helps to prevent inmates from accessing contraband, including drugs and weapons, protecting both inmates and staff. HB 306 would continue to ensure that jails are able to provide a safe environment for all, while allowing for a non-invasive search to combat these problems.
