Travis: Support. I’ve spoken with DEQ and fleshed out the details and had my questions answered. This law would bring more groundwater sites into the Voluntary Cleanup Program. As it stands now, sites are pretty much leaving groundwater out of these cleanups because the law has an unrealistic cleanup time for groundwater (requiring 60 months for cleanup of any media being addressed under Voluntary Cleanup(soil, groundwater, etc)). This lengthens the time to 120 months to remedy groundwater which should incentivize participation. The alternative is that these sites go through investigation and clean-up under enforcement of CECRA (state superfund), which is a much more lengthy process.
