    Representative Winter,

    Missoula County supports HJ 3, Interim study resolution on accessibility for disabled electors, being heard tomorrow morning in State Administration Committee. Missoula County works diligently to ensure voters with disabilities have equal access to receive and cast their ballots independently. Per the CDC, 21. 4 percent of Montana’s 1 million residents live with a disability. Of those approximately 215,000 residents, 34.7 percent live with serious mobility, cognitive or occupational disabilities, or are vision-impaired. This study would improve access to the polls to the approximately 74,000 voters who potentially use any of the ADA available options for them to request and/or vote their ballots.

    This study would provide additional validation to the legislature and voting public that updates to current code will be required to better serve voters with disabilities. Equipment used throughout the state is aging, and new equipment is available; however, due to current Montana code, that equipment is not able to be used. This study would also allow review of the state’s use of electronic delivery system of ballots to voters with disabilities and the expansion of that option for those electors.
