Increasing the victim and witness program surcharge

  1. Relationship Violence Services asks that the County supports this, with reservations. While victims services across the state absolutely need more revenue, it is less than ideal to raise that through court fines. In domestic violence cases in particular, victims often end up paying or helping pay their abusers court fines, particularly if they are not leaving the relationship. (The myriad reasons why a person doesn't leave a violent relationship is too long for this blog, but I am happy to share more about that if this is ever needed.) Montana is one of the few states that does not support victim services through state general fund dollars. Ideally, increasing revenue for victim services would be pursued though this avenue.

  3. The Montana Association of Clerks of District Court has no concerns with this bill relative to the duties of the Clerk of District Court.
