    Representatives Keogh and Morigeau,

    Missoula County opposes HB 238, Revise penalties for false reporting of crimes, up for hearing this morning in House Judiciary. False reporting of crimes is relatively rare and the current penalties are sufficient. Increasing penalties may have a devastating impact on victims of domestic violence. In domestic and sexually violent situations, offenders often coerce and threaten their victims to recant a reported crime. The most dangerous time for a victim to leave a domestic violence relationship is when they are attempting to leave it. There are times when a victim chooses to appease their abuser because it is their best shot at staying physically safe. There have been many times when a victims have been charged with making a false report in these situations -- making their escape from violence that much more difficult.

    Please oppose HB 238.
