OEM: This bill is aimed to direct the Department of Military Affairs, Disaster and Emergency Services to create a committee to write a preparedness manual for businesses, industry and infrastructure such as hospitals, gas stations, grocery stores, banks, pharmacies, utilities, etc. I have not seen the fiscal note on this bill but according to the Department of Military Affairs, they would need a dedicated FTE to accomplish this task. The sponsor is particularly concerned with the impacts of an electromagnetic pulse (EMP), and the ramifications that such an event would have on all sectors of business and infrastructure in the state. I am not convinced that a preparedness manual from a state agency for a private industry, with no mandate will accomplish the desired outcome. I recommend watching at this time with no comment. If there are any amendments that create mandates to local government to prepare these manuals, provide oversight, training, or generally be involved we will want to weigh in.
