Representative Winter, Missoula County opposes HB 378: Require workfare participation for SNAP recipients, up for hearing this afternoon in the House Human Services Committee. HB 378 proposes to take away food assistance from people including parents, children and older workers who don’t prove every month that they are participating in a workfare program, are working enough hours, or meet an exemption. Workfare programs do not address barriers to work or help people find employment. The proposed changes would harm people with health conditions and caregivers who are unable to meet the necessary documentation or prove they should be exempt from these requirements. Thousands of children over age six will also be at risk if their parents are unable to meet the requirements of this proposal. Families participating in food assistance programs are working very hard to improve their lives and become financially self-sufficient. Taking away SNAP benefits will increase food insecurity among vulnerable families and will not help them to become self-sufficient.
