    Representatives Sullivan and Olsen,

    Missoula County supports HB 513: Generally revise the renewable resource standard, up for hearing this afternoon in the House Energy, Technology and Federal Relations Committee.

    HB 513 would make several minor changes to the Community Renewable Energy Project (CREP) provision of the Montana Renewable Energy Standard. The CREP provision currently requires investor-owned utilities to procure a specified amount of energy from relatively small renewable energy projects that are majority Montana-owned. HB 513 would (1) require CREP projects to be located within the state of Montana rather than specifying the required ownership structure; (2) allow slightly larger renewable energy projects to be eligible (35 megawatts versus 25 megawatts); (3) allow energy storage projects of any size to be eligible; and (4) make some changes to the cost caps that apply to CREP projects. NorthWestern Energy has never fully complied with the CREP provision, and this bill is intended to make the CREP provision more workable for the utility while maintaining the intent of spurring new renewable energy development in the state.

    Missoula County recognizes the urgency of climate change and has a goal to reduce our contribution to climate change. This bill would advance that goal by helping to shift Montana’s electricity supply to cleaner, less-polluting sources.

    Senators Barrett and Malek,

    Missoula County supports HB 513, Generally revise the renewable resource standard, up for hearing this afternoon in Senate Energy and Telecommunications.

    HB 513 would make several minor changes to the Community Renewable Energy Project (CREP) provision of the Montana Renewable Energy Standard. It would make compliance with the provision more workable for NorthWestern Energy, the state’s largest utility, while still maintaining the intent of spurring new renewable energy development in the state. Missoula County recognizes the urgency of climate change and has a goal to reduce our contribution to climate change. This bill would advance that goal by helping to shift Montana’s electricity supply to cleaner, less-polluting sources.
