    Senators Malek and Barrett,

    Missoula County supports SB 245, Establish commercial property assessed clean energy program, before Senate Energy and Telecommunications Committee this afternoon. SB 245 would allow local governments to create commercial property-assessed clean energy (C-PACE) programs. C-PACE programs allow owners of commercial property (including agricultural property, industrial property, and multi-family housing) to install energy efficiency or renewable energy projects with no upfront cost, and to pay for those projects through a special assessment on their property tax bills. C-PACE programs are voluntary for property owners, and there is no cost to non-participating property owners. SB 245 would not mandate the creation of any C-PACE programs but would rather give local governments the option to establish such programs. The bill also directs the Montana Facility Finance Authority to provide administrative support to local governments for the administration of C-PACE programs. This bill would give the Missoula County the option to increase opportunities for local businesses to invest in energy efficiency and renewable energy, which would advance the county’s goals related to climate change and economic development as articulated in the county’s 2016 Growth Policy.
